TUC-Union Learn

The Enterprise Rotation scheme will provide work experience placements to those for whom it is most difficult to find permanent or temporary work placements. The project trains and prepares economically inactive people to fill in for employees thus allowing them time off to undertake training or other development. In this way, the programme is improving the adaptability of workers and enterprises, increasing access to employment, reinforcing the social inclusion of disadvantaged people, combating discrimination, and increasing and improving investment in human capital.


The Enterprise Rotation model will adopt the underlying principles of the job rotation model and apply them to improve the economic environment for competitiveness and employment, by:

  • Stimulating labour market activity
  • Providing opportunities to sharing the experiences of individuals, SMEs and social enterprises, and organisations that support them with policy makers and other strategic stakeholders
  • Provision of a small grant scheme for business start up and job creation
  • Access to childcare and care for dependent persons, where caring responsibilities are a barrier to labour market participation
  • Brokering service to link with work placements within SMEs and social enterprises
  • The project is specifically targeted at those who require most help to gain or regain their economic independence and who are most difficult to place with employers. Specifically: Lone parents
  • Women returners
  • Ex-offenders
  • People for whom a disability or long term illness (especially mental health) is preventing their economic participation
